Overview

The Town of Windsor’s Economic Development Strategic Plan (EDSP) was officially adopted by the Town Council on May 7, 2025. The plan provides a focused roadmap to guide economic growth, support local businesses, attract new investment, and strengthen Windsor’s tax base. It outlines specific goals, strategies, and key performance indicators across five priority areas: business retention and expansion, commercial area revitalization, tourism and marketing, infrastructure and housing readiness, and economic resilience.

The EDSP was developed in partnership with Economic Development Growth Strategies and the Natelson Dale Group through extensive stakeholder engagement, public outreach, and market analysis. It reflects the community’s vision for a vibrant, sustainable local economy.
