Water and Wastewater Finances
FOSTERING A SUSTAINABLE FUTURE: Stabilize rates, operate efficiently and be 100% open and honest.
The Town of Windsor ensures efficient, reliable, and transparent management of its water and wastewater utilities. With a commitment to becoming 100% sustainable—net zero—in wastewater treatment, Windsor:
- Eliminates costly contractors
- Reduces operating costs
- Stabilizes rates
- Lowers its carbon footprint
- Enhances quality of life
Windsor also operates its water utility at the lowest possible cost while maintaining efficient pipelines, treatment plants, and facilities. Every five years, the Town reviews financial needs for operations, infrastructure, and regulatory compliance, analyzing customer rates to ensure well-functioning utilities for the future.
In late 2024, Windsor initiated a study of water and wastewater finances and rates and retained an expert consultant to conduct the study. The Town will share findings through workshops, presentations, and informational materials to keep the community informed.
Please note: This bill projector is meant to be a tool for estimating your utility bill. Actual utility bills may vary depending on actual usage, annual sewer cap changes and final rate adoption. This calculator is only intended for single family residential customer accounts.
2020-2025 WATER and WASTEWATER PROJECTS
As we were considering a rate proposal in 2020, we committed to conducting large and small infrastructure projects with the new rate funding paid by customers. And, we met our commitment. See the list of water and wastewater projects undertaken since 2020.
COMMITTED TO STABILIZING RATES & SMART SPENDING
Windsor’s water and wastewater system investments ensure sustainable and reliable service while keeping rates among the lowest in the region. RATE ADJUSTMENTS PROPOSED TO STAY ON COURSE
Windsor Town staff proposes a $12.06 combined water and wastewater monthly increase for an average residential customer during year 1, the 2025/26 fiscal year. Please see FAQs to see what’s proposed for the next five years.
The Town will share findings through workshops, presentations, and informational materials to keep the community informed. Please see details from the February 5 Town Council meeting.
Windsor’s water rates are currently the lowest in the region and wastewater rates in the bottom tier. There are many critical projects still needed to maintain and improve the many components of your water systems including:
- Provide a second water source to improve drought resilience by installing two groundwater wells and ensuring emergency preparedness.
- Stabilize future rates and reduce costs by eliminating the need for costly outside contractors and processing Class A biosolids in-house.
- Advance Windsor’s NetZero commitment, ensuring 100% sustainable wastewater treatment with 100% clean energy, 100% recycled water use and 100% biosolids reuse.
To meet the goals above, Town staff proposes rate adjustments for the five-year period from 2025/26-2030/31.
