Reimagine Pleasant Oak Park!
A park where culture thrives, inclusivity blooms, and nature inspires us all.
The Town of Windsor and the Windsor community have developed a Master Plan for Pleasant Oak Park (renamed David Smith Memorial Park).
This plan identifies opportunities to expand inclusive recreation amenities, enhance natural features, and celebrate the Town’s indigenous history.

Creating a comprehensive plan that is successful and realistic while also ensuring the recreational needs of the community are met requires a multi-step planning process. This process included a needs assessment to understand existing conditions and areas for improvements, public outreach to hear from the community about park preferences, design options to identify priorities, cost estimates to plan for implementation and construction, and approval of the final master plan by Town Council.
- January 2026: Final Plan Approved! At the final public meeting on January 7, 2026, the Windsor Town Council reviewed the final draft of the David Smith Memorial Park Master Plan and received public comment from community members. Following thoughtful discussion—including feedback from nearby neighbors regarding the Splash Pad concept—the Town Council voted to approve the Master Plan with the Splash Pad and Interactive Water Play features removed. With this approval, the Master Plan is officially adopted, marking an exciting milestone and the successful completion of the planning process for David Smith Memorial Park (watch video).
- November 2025: After a comprehensive process that included community outreach, environmental and cultural evaluation, and engagement with local tribes, the final David Smith Memorial Master Plan was presented for public review at Windsor’s Parks and Recreation Commission meeting on November 12 (watch video).
- June 2025: In early 2025, the park site underwent an environmental evaluation and cultural review as part of the CEQA process. The goal of this evaluation was to identify any potential environmental impacts of the proposed park design.
- January 2025: The draft concept plan was presented to the community for review and feedback in the fall of 2024. Watch a video walk-through of the preliminary design here.
- September 2024: Drawing from the community input received from the online survey and Round 1 community events, the project team developed a draft park concept plan for future enhancements. Community members could review the concept and provide feedback at two events: (Wednesday, 9/11) Parks & Recreation Commission Meeting, 6:00 p.m., (Wednesday, 9/18) Pop-Up Party in the Park, 4:30 p.m.
- August 2024: The first round of community outreach for this project was conducted in May 2024 and we received excellent feedback! Over 400 community members participated in outreach activities such as pop-up events, community meetings, and an online survey. According to participants, the park is a valued public resource needing improvement in a variety of areas. Key themes identified during Round 1 outreach are inclusivity, accessibility, safety, play, nature, and shade. The community strongly supports upgrading and/or expanding the playgrounds, picnic areas, pathways, and natural features at the park.
- May 2024: Outreach began with an online community survey, park renaming ceremony (5/10/24), pop-up party in the park (5/11/24), community webinar (5/22/24).
A Master Plan is a dynamic, long-range planning document that establishes a vision, goals, and recommendations to guide decisions and development 10 to 20 years into the future.
