Project Description
On October 18, 2023, Windsor Town Council approved a Professional Services Agreement with Coastland Civil Engineering for the engineering design of the project. The asbestos cement water main and residential services in the area of Wild Oak Drive are over 50 years old and are deteriorating. This area is responsible for a large number of water leaks within the Town. The pavement in the area is in poor condition, with a Pavement Condition Index (PCI) range of 25-59 on a scale of 100. This project involves replacement of approximately 8,000 feet of water mains and approximately 160 water services including water service saddles, water service lateral piping, isolation valves, and pavement rehabilitation.
Although the primary focus of this project is water mainline replacement and pavement preservation, the Town has incorporated additional improvements to enhance the overall public infrastructure in the area. Drainage improvements along Wild Oak Dr. and Railroad Ave. have been included to mitigate recurring nuisance flooding. ADA curb ramp upgrades will be added at the intersections of Railroad Ave. & Park Glen Dr., Railroad Ave. & Wild Oak Dr., Windsor Ave. & Windsor River Rd., Wild Oak Dr. & Oak Park St., and Oak Park St. & Windsor River Rd. A paved shoulder will be added on Wild Oak Dr. adjacent to the SMART railroad tracks. The roadway on Railroad Ave between the two Park Glen intersections will also be widened by 4 feet.
The project combines needed underground water system work with rehabilitation of deteriorated pavement which results in delivery of work on both assets as efficiently and cost effectively as possible. The project cost is approximately $5 million and is being funded by the following:
- Water Capital Fund
- Bond Fund
- Gas Tax - SB 1
