Station Area Plan Update
It’s time for a fresh look at Downtown Windsor and the area around the SMART station. The Town has kicked off a year-long process to update the Station Area Plan by June 2027. Through this process, Town policies will be updated to shape the future of downtown Windsor through 2050. This effort is funded through a Metropolitan Transportation Commission (MTC) grant. A Joint Session of the Town Council and Planning Commission will be held on August 11th to discuss the plan's goals and opportunity sites. Meeting details are provided below.
The Station Area Plan is a Specific Plan for the downtown area that was adopted in 2012, and was amended in 2013, can be viewed on the Town’s website: Planning Documents | Windsor, CA - Official Website. The Plan identified the ingredients for a transit-oriented and diverse mixed-use downtown that will support and benefit from the SMART train. The plan was the culmination of two years of work that involved substantial community input and sophisticated analyses of economics, urban design and environmental impacts. The policies in the Plan focused on placemaking, walkability and activation. A map of the Station Area Plan boundaries is provided below.
Many changes have taken place since 2012. The Town Green continues to be a beloved community gathering place, and the Town’s summer festivals draw visitors from across the region. Service to the Windsor SMART station has been operational for more than a year, bringing regional connections via rail and SMART’s multiuse path to the heart of town. Downtown streets are seeing new investment, with pedestrian and safety improvements underway on Old Redwood Highway and the Highway 101 underpass.
Community Workshop #1 was held on July 20, 2026.
Joint Session (Town Council/Planning Commission) was held on August 11, 2026.
